أهمية موضوع المؤتمر :
تحسين المرافق العامة و الخدمات العمومية من المواضيع المتجددة و التي تدخل ضمن مجالات إصلاح هياكل الدولة والمؤسسات والإدارات العمومية، فالحكومات المتعاقبة منذ استقلال الجزائر كانت ولازالت تقوم بإصلاحات بنيوية هيكلية ووظيفية على الهيئات والمؤسسات والإدارات العمومية،وهذا من أجل تحسين الخدمات العمومية المقدمة للمواطن، وكان أبرزها تلك التي شرعت فيها الدولة منذ بداية العقد الأخير ولا زالت مستمرة، وقد ترجمها التعديل الدستوري الأخير لعام 2016 ، وكذا صدور أهم القوانين العضوية والقوانين الأساسية والمراسيم التنظيمية، سيما المتعلقة منها بالمجالات الحيوية كقانون الانتخاب وقانون الإعلام وقانون البلدية وقانون الولاية والقانون الأساسي العام للوظيفة العمومية وقانون الصفقات العمومية، وقانون الاستثمار… ، التي تعتبر محركا للتنمية المستدامة الشاملة، وبعث الديمقراطية التشاركية، بغية تحقيق الرفاه والاستقرار الاجتماعي و السياسي،
