4th edition of the International Seminar on City Management (SIGV.4)

               Mohamed Boudiaf University of M’sila represented by the Institute of Urban Techniques Management (I.GTU) in collaboration with the GTU institutes of Constantine3, Oum El-Bouaghi and the department of Biskra. And in partnership with the national school of engineers of the city (ENIV) of Tlemcen, organized the Fourth edition of the International Seminar on the Management of Cities (SIGV.4) which was held 100% online on the 18th and November 19, 2020. The opening ceremony, in person, was held according to strict health protocol in the presence of a very small number of the executive of the wilaya of M’sila and university teachers. Among the foreign universities that participated in the event we can mention the University of Rennes2 in France, the University of Genoa in Italy and the University of Sousse in Tunisia.

Despite the universal awareness and the considerable efforts made for the sustainable development of our cities, urban actors are faced with multiple difficulties. The rapid expansion of urban areas, the strong demand for housing, technological development especially in the means of transport and remote sensing, the deterioration of the environment, citizenship and the way of managing or governing are among the main factors generating the evils of the city. It is convincing nowadays that the role of the city is decisive in improving the conditions of daily life and strengthening social cohesion. It is in this vision, added to the 2020 political vision of new Algeria, that the initiative of the University of M’sila fits.

The address of the director of the GTU Institute focused on the themes of the seminar, namely,

  • The Strategy and actions for the preservation of the architectural and urban heritage.
  • The Environment, urban techniques, housing and living environment.
  • Diagnostics and strategy for urban, health and economic development in rural areas.
  • Policies, Urban governance, public services and city development.
  • And finally Remote sensing, geomatics and urban management.

As for the speech by Mr. Wali de M’sila, it highlighted the real situation of our cities and the constraints that hamper the good governance of local communities (the main actors in the city).

At the end of the seminar and during the establishment of the recommendations, The rector of the university Prof. BADARI Kamel and Mr. the Wali of M’sila Mr. DJELLAOUI Abdelkader insisted on the implementation and orientation of all Master’s and doctoral end-of-cycle projects as well as PRFU research projects to meet the needs of local communities in the wilaya of M’sila. And this, by way of support for the socio-economic and social development of the Hodna region.
